Department for Education launches a review of CITB

The Department for Education has launched a review of the Construction Industry Training Board (CITB) and the Engineering Construction Industry Training Board (ECITB) as part of a wider programme to ensure that Arm’s Length Bodies remain effective.

The review, lead by Mark Farmer, CEO of Cast Consultancy, will consider the ongoing need for the organisations, the effectiveness of the levy progress and how it’s invested, so that they continue to deliver for the public and represent a responsible use of levy funds.

It will consider the their operating models, governance, accountability models and impact.

This call for evidence also requests stakeholder views on the current and future operation of the CITB and ECITB to inform the review.

The government hopes to receive evidence from a wide variety of stakeholders and said it would particularly welcome the views of those companies within the scope of CITB or ECITB’s current levy order.

A final report and recommendations are expected to be submitted to the Secretary of State for Education at the end of 2023.

Ministers will then assess the recommendations and determine the government’s response having taken CITB’s views on the recommendations into account.
